A Planting Committee was set up almost immediately by the new Municipal Council and delivered recommendations on how the public spaces of the city should be planted. Not surprisingly their recommendations were for anything except the plants native to the swamp from which they were trying to extract themselves. Their largely successful attempts to Europeanise the vegetation were partially reversed by municipal planting policies in the late 20th century.
